You have to deal with fact, not the person (manager), in the meeting.  Otherwise, they can easily disregard your claim.

Others advices are important.  Need to start with your tenant, make sure he/she follows the rule, and pass on the violation fines to your tenants.  More importantly, build-up a good relationship with the manager.  If they are unreasonable, you are out of luck.  Either sell the property or collect enough evidences to fight in the court.
