If you are sure that it was in good condition before the tenant moving in, you should send your tenant the bill. Just see his/her reaction.
I assume that $105 blind means your preperty is not low end. The rent should be high (>$1500?). So you need to budget for repair cost. If your tenant is a good tenant in the past, you should let it go.
Otherwise, this tenant is a headache. You need to visit the property to make sure this is the only issue.
