only the low end market has problem

If this happens, only the low end market get impacted.  Most likely the section 8 tenant will move to those properties. 

Those Section 8 tenants are paid by government anyway.  With the slow/inefficient government agents, they will be complaint. 

Of course, any area with such housing will run down.
