help - new landlord

I just invested a property and give it to a PM to handle.

PM called me today and saying an Army recruiter wants to rent the house.

The thing is the government will pay for this person and if I want to rent to him, we need to sign the contract with goverment provided.

The issue is,

1, no deposit - governement will not put deposit. 

2. If the person called to move to other place by the Army, they will move without any penalty.

The good part I was told is the pay will always be in time.

Since I am very new to be a landlord, can the masters give me some suggestions?

Should I pass this one or start to work with this one.
