Frankly I think your HOA is doing the right thing for the common good of the community. Think about this: if everyone is behaving as your tenants, quickly your community will become a third-world with no one wants to own/rent. By that time you property value will be much lower than what you paid today and you have to reduce rent to attract even worse tenants.

Instead of complaining HOA, you should let your tenants to pay all the fine. If not, evict them.
