Confused

Totally confused by this post.

'my investment house was rented to a section 8 family. they were there before i bought it and the rent was 1400 per month. after i bought it, section 8 send me a check for only $1179 and said that the balance of $221 should be paid by tenant. anybody know why? '

If this is illegal, why section 8 explain to him that the left money should be paid by tenant?
