normaly the bank shall pay for negotiator fee

Bank won't accept reduce price same amount and let you pay negotiator (it is same final number for them). Reduce price has to be done before the bank knows your offer(in your case, bank already knows your offer). the listing agent knows bank approved price (from previous buyer or relationship), then knows the bank will not pay negotiation fee for particular case and so this can be done upfront.
