roth IRA contribution early distribution? 10% penalty

I am  a little confused about early distribution on Roth IRA.

 

Here is the case, if I currently have 20,000 roth IRA, 18,000 from my contribution, 2,000 from earning.

If I withdraw 15,000 before 59.5, do I need to pay 10% penalty?

 

Since 15,000 is from my 18,000 contricution, which is already taxed. but I do not know if 10% penalty still apply?
