They put all the debts and toxic assets on tax payers balance sheet. Reconstruct their debts, they make their balance sheet clean.

现在又重新上市圈钱.

After they got this money, they can start to run their business in a refreshed way (basically no debt as a burden).

This is probably good for GM, but will definitely hurt F as a competitor who does things right at the begining.
