The problem did not give the information on how user make decision.  There are different choices for different answers.

 

1) 88% if user only acts when A and B agree. 

2) When A and B disagree, it depends on the user.  If the user always follows A, the it is 60% overall.  If the user always follows B, then it is 70%.

3) If user only acts when A and B disagree (silly move), and randomly pick A or B, 42%.

4) If user use either A or B randomly in all cases, 65%.
