急问：REO (Fannie Mae) Property Closing Issue

I am about to close an REO property. The escrow company just sent over the paper work to ask me to fill in. One is "Statement of Information" which requires the buyer's birthday/ssn/driver license and past 10 year address. I am quiet confused by this form. None of my friends have filled such a form before they closed. I called the escrow office and they said the form is used to find all active liens of the buyers. If there is any, they will attach the active liens onto the property when it is purchased. Any one has encounting such an issue?
