Anyone in this board watch Prime rate trend ?

I've seen a predication chart which predicts increasing 1 point per year from 2011, in 2016 prime will increase to 8-9%. I thought prime is related to the economy, i.e. economy good, prime high. Am I right? If the economy is as bad as said, why would Fed increase Prime next year?
