If the listing price is already lower i dont think the bank would drop furter and dont be surprised that the bank may come back with a higher counter offer. The dropping price thing is just try to get more people to see the property. their listing price doesnt count at all. After you researched the current price of the area you can send in an offer lower than the current price then wait for the bank.
