• Who it targets: Primarily non-permanent residents (e.g., those on temporary visas, without green cards or U.S. citizenship) from these countries who legally live in Louisiana. It builds on Louisiana's existing 2023 law (from HB 537) that already prohibits foreign adversaries and connected persons from acquiring new property. SB 200 goes further by enabling seizure of existing property near military sites if a threat is shown.
• Scope: Applies only within 50 miles of military installations. The state must prove a specific threat (not automatic seizure based solely on nationality).
