is there a basement?

If there is a basement, and the basement floor is lower than the water level in the stream, then there would be a high risk that the basement may get wet or even flooded. Since the stream is close to the house, the groundwater level around the house should be the same as the water level in the stream.

If everything is above the stream level, then go for it.
