Cash offer or Finance? Please advise

We would like to buy a REO. Shall we use cash offer or Finance?

We heard that banks are likely to take all cash offers even the bid is lower. Can we still go to borrow money even we put in an all cash offer? And how long does it take to go through the loan these days?
