我糊涂了，健康问题好像不是歧视法的规定范围吧？

Is health situation among the list of things that you can't discriminate? I don't think so.

Disability is, but health is not. You can't deny an applicant because of wheelchair need, but you can deny a person with health issues, particularly if they have unpaid medical bills, as long as you treat everybody the same.
