请教： vanguard account closure and transfer fee

Vanguard email 说: 

"Account closure and transfer fee: A $100 processing fee may be charged for account closure or transfer of account assets to another firm. "

如果把个人账户里的 一部分 funds 转回银行账户，也需要付这个processing fee 吗？
