Help! what's Transaction Coordination Fee?

I am trying to make three offers for bank own homes. My agent adds some extra charges in the offer: 3. E. (6) Buyer shall pay for " Transaction Coordination Fee of $400 "

I never heard that before. Is this an common thing for buyer to pay agent?
