Many fabless (they called fabless because fabrication, testing and packaging all have been outsourced) now have design and s/w outsourced too. 1 engineer salary in silicon valley is equivalent to 5 or 10 engineers in China or India and who are willing to put up with more overtime for free. Pick any semi companies, even the start ups, have design and s/w development centers overseas.
