There's really nothing to choose from

Where you live now and have your house paid off,  that's where you should continue to live.

If you want to have a warm winter, rent a place in Florida for half a year.

If you want a cooler place for summer, rent a house in Vermont for three months.

I'd never leave my home state. It's the place for me to die in.
