The following are the email from City Building Department:

 

If you are building a wall using drywall to divide your living room you will need a permit and an inspection.

Please submit a permit application and plans drawn up and stamped by a licensed CA contractor.

Inspectors will want to see the framing, the material, and how the structure is fastened at the top and bottom.

If your property is a condo you will need to provide a copy of the approved design plans from your HOA.

  • Select Residential
  • Select Interior Remodel
  • Please review the information, some may not be relevant to your project type.
  •  Links to the permit application, a tutorial showing how to create an online account, and a link to the Irvine Ready permitting portal are provided.

After that, I asked again “whether licensed Civil Engineer" could be the one review and stamp the plan? Their answer is yes. 

 

So, if you have a licensed Contractor, or a licenses Civil Engineer to help with the plan, you can put the dry wall. BUT, permit needed and City will have someone to do inspection.
