It's reasonable for the HOA to review leases.  Many HOAs require a lease sent to them or the management company as a record including tenants vehicle registrations.  The control is a good thing for the units already renting.  If the unist is sold, and occupied by owners, it will open up for a new rental-unit.  That's how it's controled.
