for short sell, you can list any price you want
Banks have the final say, w/o their approval, any prices don’t mean jack. Agents list short sell below market prices just to attract eyeballs. Good deals I have known already had multiple offers on, much higher than the listed price. Also, both the 1st lien and 2nd lien are have to agree on the short sell price otherwise the house will end up on the auction block.
