talk to the water company if they have some kind of landlord agreement. Here is how it works in my area, If the tenant stop paying the bill, it will transfer to landlord name. Once the landlord find out, would be easy to tell the tenant to pay for it or to disconnect it because it is under the landlord's name, and it will get them out much faster.
