先问问当地的Zoning Dept for subdivision/apportionment

I know in NYC you need to deal with DOF and DOB.

It will be easier if the utility companies have "public" easements for electricity, natural  gas, domestic water, and sewer lines.  I believe you will need to estimate the loads of the utilities (probably by a PE or RA).
