I don't think you can get the power directly from the

transmission line.  Transmission and distribution systems normally belong to different companies, you need to deal with distribution company.

I think you need to engage an experienced engineering firm to perform surveys (topographical, geographical...), develop layout plan, schematic, estimate load (electrical, water, sewer, natural gas, stormwater management...) requirements, fiber optic for internet...
