这个offer怎么出比较好？

老房子，老妇人要去养老院了，所以要卖，offer前不能看房。房子问题不少，从代理间接知道的，64年的建的房，6，7年前着过火，rebuilt了， 但是地板以下水管道没有修过，房子到大路的水管据说有树根堵塞，crawl space据说以前安装过sump pump，现在没有了。有一点我不清楚：  “The living and dining room has flooring support concerns. There is one place where the flooring has dropped down 8 inches from the baseboard. It's been this way for a while and there are no obvious signs of cracking in the walls that I saw”。这个比较奇怪，不清楚原因。

说了半天，问题是如何出offer.这个开价大概比周围房子低25%。是开个高一点的价格，做inspection,再往下砍价呢， 还是直接出个低价，remove major contigency but upon view the house.

代理告诉我已经有两个offer了。
