townhouse 租户两年没交水费自己也没意识到. 结果今天帐单邮给我, 两年七千多, 地标马里兰州

It is a three bed room townhouse, is this water bill too high? 

The water company suggested me to check leaking by a certified plumber. 

If there is leaking, of couse I will repair this.

The next question is, how shall us split the huge water bill? This could have been avoided if I was informed early.
