HOA management is not the board

The HOA board must be made up of home owners.  

The board usually outsource daily management to a property management company.  

For issues such as waiving a fine, the management company could submit the issue to the board for a vote.  Even if LZ became a member of the board, it doesn't guarrantee that other members will vote for him.  

So save the energy.
