You have to file eviction

Assuming you can prove tenant has committed illegal activity, you can and have to file for eviction.  You cannot change lock.

Because it is hard to prove tenant used drugs, it probably easier to collect tenant's damage to the property, it is better to sue eviction based on "waste", a legal concept meaning improper or unreasonable use of property.  

You cannot change the lock.
