CDC eviction moratorium

Covers renters with income less than $99K (single) or $198K (joint) until 12/31/2020.  

I think this order is BS.  Because if the goal is to stop spreading the virus, why only stop eviction for income less than 99K/198K?  Are rich tenants less contagious than poor tenants?  

It's likely a landlord would be able to challenge that CDC exceeded its statutory authority to issue such order.  I think a blanket ban on eviction regardless income would be more likely to be held up in court.
