1. 这是说 tenant 需要证明因为 covid 原因失业了？Landlord 可以要求 tenant 提供失业的证明吗？或者提供失业之前的 paycheck stub, 和失业之后的 unemployment benefit 钱数吗？如果差额大才算 financial distress?

2. 如果 tenant 没有失业或者不能在15天内提供证明可以 file eviction 吗？
