Real estate professional means you have to work 350 hours or more per year, and work in real estate has to be 50% or more among all your works.  If you have a full time job, you can't satisfy such requirement.

For real estate professional, their passive loss is their business loss because real estate is their business, in such case, the loss can be deducted from their income. 

If your wife does not have a full time job, she can claim to be real eseate profession (no license needed) and then all your passive loss can be deducted.
