Words on the street says that it takes 12-18 months for a new president's policy to have any effect.  

Right after Clinton there was the 2000 tech crash.  But after Obama there was continued growth.  

so if we shift the timeline for 1 year, it's a toss up whether clinton or obama would come on top.
