Agree. But I have the second scenario...
An inmate had overpowered a guard, gotten the guard's gun, escaped from the detention center, and hid inside of your property. Manhunt started! Police and swat team found his hiding place and surrounded the property. The inmate refused to surrender. The gun exchange erupted and the inmate was killed. Your property was ridden with the bullet holes after everything was over. The state government eventually reimbursed your damage, but it was a year later.
