1)I believe the rate should go lower short term or immediate long term. Especially when the financial market stable.

2)It's a good idea to get a HELOC now if your loan amount is less than 100k and your LTV lower than 70%. BofA has prime plus 1.25% for rental now, which is not bad.

3)If you do want to get a loan for rental, try to have 25% down payment, though the rates are all around 7% now.

4)the rate changes fast now, you have nothing to lose for waiting a better rate.
