For short sale property, usually you can present around 15 to 20 offers to get one accepted.

So don't need to wait for that one.
It will be slow. It will take around 1 month to two months to get bank approval. Another month to get the deal closed.

You may lose a little bit money if there are any other liens the bank would not want to take care of it and neither the two agents. If you don't pay, you will lose the deal and other inspection money and appraisal fees. If you pay, you will lose those money you paid. The good thing this amount is not very huge.
