Yes, I think so. California's law is very tough on landlord
and very protecting tenants. If tenants refuse to accept the letter by hiding, it may take a long time to serve. I heard in one article saying that a landlord hired a guy sitting outside the house for couple of days before he was finally putting the letter in the tenants' hand. California's law gave tenants many opportunities to prolong the stay in the house. I would think twice to invest in rental business in California.
