many buildings with illegal units or rooms exist in the market.  you have to know it clearly if you want to buy it.  if city record says it is 4 units only, then the other 4 units don't count.  the valule can not be a 8 units's value.

In addition,the rent is not hight enough, unless it is in a very good location.
