要不要脸是面子问题. 干坏事是是不是违法的问题.

若违法,自然由执法部门来管,

至于--"华人装穷人骗钱"
感觉是take advantage of a loophole.

By the way, there are so many loopholes, taken advantages by others, of which you simply are not aware of.
