Bonneville Authority is probably largest hydralic power generation authority in the US.

I do not think power shortage will be an issue that impacts NW growth.

Actually, Seattle is facing land shortage because of the geographical terrain limitation.

The entire NW region will be great area for population growth, that also include the otherside of Cascade mountains to Spokane.
