If it is good for swimming or surfing, you can have bottom floor small commercial, targeting sure shop, small T/coffee/ice cream shop, day spa. The upper floors can be condo/vacation rental and hotel. if you do not like day to day sell it as timeshare.

If it is good fro fishing, boating , develop bottom levels as boat docks, upper level as condo/short rental
