The new US passport rule under "The Intelligence Reform and Terrorism Prevention Act of 2004" requires that returning to the US from Mexico, Canada and the Caribbean, if travelling by land or sea, must carry a passport or its substitute by 2008. But the border has already required that passengers use passports for border crossing. If you argue with the border officers saying that the government stipulated deadline is still one year from now, the officers will probably tell you to wait until then to travel across the border...........
