It is criminal offense for example, to eat dog, or cat, in Hong Kong. However, it is perfectly OK in China, and not just in Southern provinces either.

You may not know about, but there are LAWS in Hong Kong that forbid cruelty to animals.

Of course, many things changed ever since China took back Hong Kong - sadly, in many cases, to the worse - the quality of the population went downhill, is one of such things.
