There are multiple places for it, usually called fish/salmon lad

fish or salmon ladder, or locks as the locals call them. The most popular one I believe is Hiram M. Chittenden Locks, which is located at Ballard, nearby Seattle. During the summer and Fall, not only able to watch salmon swimming upstream, but a lot of free activities such as arts, music and festivials around there.
