Havasu 照片，树叶非常清楚，1/4 如何做到？

I was looking at those Havasu photos yesterday. The leaves are very sharp. I thought near a waterfall, there would be some wind, and if the shutter speed is slower than 1/10, the leaves should be blurry. Maybe I'm wrong? Or some special filter has to be used?
