不出机场就不算进入德国，不需要德国签证。NO!!!

That is nosense.
Germany requires a transit visa. This visa will not get you into the country but only for connecting flights at the airport.
But if you have a valid visa to the detination country, then you do not need transit visa.

For example, if you go Canada--Frankfurt--Beijing, then you need a transit visa. They do not care about what passport you have. But if you go Beijing--Frankfurt--Canada with valid Canadian visa, then you are good.
