Take route 10 (Airport free shuttle) from SJC to Metro Station, then take the Light Rail (Blue line, maybe 901) to Curtner station and then walk 15 minutes to USCIS. Or transfer from Light Rail at downtown San Jose to bus #66. #66 will reach USCIS.
Check the bus schedule first since usually 20-30 minutes interval for each bus.
