look at your rental contract small print - the liability (the same as the liability on your own car - to cover personal injury to OTHERS, not yourselves), is included in the rental rate.
What you normally buy is your own liability to the rental car company, should you damage the rental car by any form or fashion, including it being stolen.
If you have a comprehensive car insurance, (including collision, theft, etc, to your own car) - that portion COVERS the rental car as well.
If you only carry liability insurance on your car, then when your rental car is damaged, your own car insurance would not cover it. As the liability coverage is to OTHERS, such as you HURT other people in an accident - that liability is already covered by your rental car rate.
When you have comprehensive car insurance for your own car, and you TURN DOWN the insurance waiver from rental car company, then your own car insurance is PRIMARY, and the insurance provided by Credit Card is SECONDARY. (General rules, for domestic rental, not absolute)
When you only have liability coverage on your own car insurance, or you dont have car insurance at all, then the insurance provided by Credit Card is PRIMARY.
